Blocked or delayed projects in Missouri
| Project | Jurisdiction | Developer | Outcome | Decision | Claimed capex |
|---|---|---|---|---|---|
| Peculiar campus (Harper Road Technology Park) | Peculiar (Cass County), MO | Diode Ventures | died | October 17, 2024 | $1.5B |
| Quality Hill downtown data center | Kansas City, MO | Revitalization Unlimited | pending litigating | August 5, 2026 |
- Peculiar campus (Harper Road Technology Park): Peculiar blocked Diode Ventures' $1.5B, 508-acre Harper Road Technology Park by deleting data centers from its zoning ordinance, effective Oct 17, 2024, after the 'Don't Dump Data in Peculiar' opposition campaign. No relocation of this specific project has been documented, though Diode continues separate Kansas City-area campuses it was already pursuing.
- Quality Hill downtown data center: The City Plan Commission voted August 5, 2026 to deny the 20-story tower at 10th and Central after 475 opposition letters and none in support; the denial is a recommendation, and Miami-based Revitalization Unlimited can still ask City Council to override it. The developer has said only that it will take things one step at a time, and Mayor Lucas called a reversal highly unlikely.
What one campus pays a local government
The parent piece's calculator puts a single large campus at $2M to $90M a year in local revenue, depending on the tax regime and abatements. The reference campus (Project Blue scale: $3.6B of capital, 286 MW) pays about $157M to local governments over 10 years. Permanent jobs run around 50 per facility.
| Tax regime | Reference case | Annual local revenue, low | Annual local revenue, high |
|---|---|---|---|
| Aggressive abatement | Morrow County OR (enterprise zone) | $2M | $3M |
| Partial abatement | Georgia audit representative campus / El Paso Meta | $27.8M | $56M |
| Unabated equipment tax | Virginia-style rates (Loudoun is the ceiling) | $50M | $90M |
Run your own numbers in the calculator on the parent piece. Jurisdictions in Missouri that say no give up this revenue, not the jobs.
